An authoritative criminologist, Guglielmo Gulotta, already more than thirty years ago had indicated a series of methods of intervention necessary to respect the rights of the victims:

  • Take immediate care of the victim at the crime scene,
  • Transport the victim to the health and social services where he will receive assistance and protection,
  • Offer a company to the victim who was left alone after the crime,
  • Protect the victim from unnecessary intrusions, protecting their privacy also towards health personnel, law enforcement and the press,
  • Search for witnesses of crime and help them perform their duty,
  • Advise and assist the victim and / or their family members in obtaining compensation and repair,
  • Immediately offer a sum of money to overcome the first difficulties (for example, to those who were robbed while traveling),
  • Offer immediate hospitalization to those who have been left homeless (for example, to victims of incestuous sexual assault, to women and abused children),
  • Assist the family in emergencies after the crime (e.g. funeral),
  • To act as an intermediary between the offender and the victim to facilitate compensation for damages and restorative activities (e.g. mediation),
  • Activate with insurance companies,
  • Encourage the victim to report the fact,
  • Protect the victim from possible threats or dangers subsequent to the crime,
  • Offer a direct or indirect therapeutic contribution both medically and psychologically,
  • Maintain and manage places in the Palace of Justice where witnesses and victims receive assistance in the phase preceding and following the depositions,
  • Open and maintain centers whose main purpose is the protection of victims,
  • Collect and process data for the purpose of planning crime prevention,
  • Organize seminars on victimology at the various institutions involved in crime prevention and prosecution to raise staff awareness,
  • Keep the victim updated on developments in the judicial procedure.
